After the end of Napoleon’s reign the 38 German states became loosely tied under the Germanic Confederation. Many Germans hoped for German unification under a constitutional monarchy. In the years following Napoleon’s downfall up until the revolutions of 1848 many people were concerned about the problems of order in the German states and there were varying opinions.
The two main political powers in the German Confederation were Austria and Prussia, and they were very keen on keeping their power. ... Joseph von Goerres, a German scholar who was exiled to France, wrote in the same year that he was pleased that national unity was beginning to take hold in Germany.
