Ticket scalpers provide the same service that any other retailers provide--they sell something customers want at a price they are willing to pay. However, including various New York State and City law enforcement authorities, buying and selling tickets above face value is illegal. Many states have laws on the books that are firmly opposed to scalpers and make them illegal to resell tickets at a price that exceeds the face amount. However, most of these states do not enact laws against merchandise retailers who also charge a premium price on products sold.
Many people have experienced that using normal ticket channels can be unproductive in a popular concert or sports event. Often, authorized ticket agencies are sold out by the time you decide you want to buy tickets. Many sellouts continue to occur especially in big events, and continue to provide a market for scalpers.
