Hurricane Bob: From Balmy Breeze to Wreaking Havoc. By Gregory P. Helfrich, weather/science reporter. The awesome power of hurricane Bob started just a few miles off the coast of Africa in the warm Atlantic Easterly trade winds. When the waters of the Atlantic warm to above 79 degrees, the excess heat is released into the atmosphere. The heat from the water will become the fuel for the hurricane as the forces of nature try to distribute the heat to other parts of the world. The future hurricane begins when an area of low pressure forms over the ocean near the equator. As we know, low-pressure areas often produce storms. Over the warm water of the tropics, a few scattered thunderstorms may form.
