OWEN THOMAS, COUNCILMAN FOR THE CITY OF VENICE, ARKANSAS, ET AL, Respondents-Appellees Finding of Fact Summary The city of Venice, Arkansas has a population of about 75,648. Thirty-five of those residents have filed suit against the city based on new ward lines that were drawn after information from the census of 2000 revealed that the older ward lines, which are used to determine who sits on the City Council, are unequal in racial proportions. Factual and Procedural Background The population of Venice is 57% white, 38% black, 3% Hispanic, 1% Asian and 1% Native American. In the first part of the 20th century, Venice experienced racial segregation, tension, and conflict. Jim Crow laws prevented non-whites from voting, attending decent schools, and enjoying civil liberties.
