The problem of these refugees and the question over their right of return (the claim that they have the right to return home from where they were displaced) must be solved in order to achieve a peaceful resolution to the Israeli-Palestinian conflict. Due to the fact that countless numbers of refugees are involved in this issue, this problem needs to be resolved quickly and efficiently. ... Most of these Palestinian refugees wound up in refugee camps with terrible conditions.
For clarification, it is important to now define exactly who Palestinian refugees are. The Working Group (RWG) in May 1992 defined Palestinian Refugees as all those Palestinians (and their descendants) who were expelled or forced to leave their homes between November 1947 (Partition Plan) and January 1949 (Rhodes Armistices Agreements), from the territory controlled by Israel on that latter date. The United Nations Relief and Works Agency for Palestine Refugees (UNRWA) has defined a Palestine refugee as any person whose "normal place of residence was Palestine during the period 1 June 1946 to 15 May 1948 and who lost both home and means of livelihood as a result of the 1948 conflict."
Currently, these Palestinian refugees are located primarily in the region surrounding Israel, most of whom are living in refugee camps maintained by the UNRWA. In January 1998, the UNRWA estimated that there were 3,469,109 refugees, including 759,564 in Gaza and 548,874 in the West Bank. ... 7 million registered Palestine refugees in Jordan, Lebanon, the Syrian Arab Republic, the West Bank and the Gaza Strip.
Unfortunately, Palestinian refugees are often denied fundamental human rights, which inhibits their ability to attend school, receive health care, get jobs, participate in government, and own property. These Palestinian Refugees not only lack a home, but they are denied many of the rights and freedoms that all people deserve.
UN Involvement:
The UN has taken several major steps in its attempt to deal with the issue of Palestinian Refugees. Immediately after the Arab-Israeli hostilities of 1948, international organizations including the International Committee of the Red Cross, the League of Red Cross Societies, and the American Friends Service Committee provided emergency assistance to Palestine refugees. A major action taken by the UN occurred in November 1948, with the creation of the United Nations Relief for Palestine Refugees (UNRPR).
