Summarization of the 2003 State of the Union Address

The President defines Medicare as being “the binding commitment of a caring society.” Although, a Medicare budget is in place now, it is weak. President Bush proposes to commit an addition $400 Billion to Medicare. As there is not much that can be done by the President alone, he urges Congress to pass the Medical Liability Reform, which ensures that patients are healed and doctors are protected from being unjustly sued. Thirdly, is the promotion of energy independence, within the boundaries of our country. Alas, the day has come when people in positions of high power are striving for a cleaner environment!
