These Articles served as the new inexperienced nation’s basic bond of government until the first restrictive form of government, which was placed in 1790. The Articles attempted to balance the need for an effective government and the rights and powers of the individual states. This document guaranteed the sovereignty of each state and provided each state with one vote in Congress. Under, the Articles of Confederation the Congress had a minute power over the states. Congress had the power to declare war, manage foreign trade, borrow money with consent of the states, and establish an army and navy. Congress’ powers were limited to levying taxes, regulating trade and forcing states to fulfill their wishes. Each state had the power to override Congress in every decision and had the right to disobey Congress if the state thought it was necessary.
