In fact, the big wave of the civilization and the capitalization is coming into the African society. Many buildings and stores are building up one after another in all of the African cities. To search the wealthy, many people are coming into the cities from the countrysides. We canft stop both these flows because they have been coming still now. So what we must think and do is to make higher and keep the health and living revel of people. Most of the assistances from developed countries are ODA. Todayfs concern about ODA is if ODA can really help the people. As you know, thatfs because we canft see the good results or influences from ODA. Then, what is the efficient assistance? I think the assistance that helps people live by their own. That means to provide jobs. These actions are becoming active not only in the cities and but also the countrysides. For example, many companies from foreign countries are building their offices and stores in African cities. These offices hire the African people. In the countrysides, many NGO are actively working for poor people. These NGO staffs are foreigners at first. But after some years, foreign NGO staffs go back to their country and the African residents are hired as an alternative staff to keep the works of the NGO. These activities are not ODA policies. But I think they work very well for African society. And what I think ODA should do is to assist these activities. Next is an example of the assistance. Kenya is located in the very good places. That means this country is the main country of EAC (East African Community) and it has access to foreign countries. From the long-term point of view, Kenya is a good location. But todayfs economic situation in Kenya is not as good as that of other African countries. Also the financial position becomes rather worse and worse.
