With out the high mountains and rugged terrain many City States would be defense less. It is a lot easier to defend your place against your enemies if you can defend from the top of a hill, rather than being wide open and having flat terrain, were the enemy can just run up on you and attack. This way the enemy has to fight an uphill battle. That is why City States would build their Acropolis on the high parts of the hills so that they could keep a lookout for their enemies, and if an enemy attacked they could defend against them better from their Acropolis. Not only the hills and mountains were used as defense purposes but also the seas were used. If a City State had a good navy, like Athens did, it could use the seas as a defense, as well as they could use it as an offensive against other City States. Politics and war.
