The WPA was a relief agency, and it helped the economy recover by lowering the number of unemployed. This enabled people to live better because they were making salaries. The WPA satisfied the Rs of relief and recovery. It did not really satisfy the R of reform because it was formed to provide relief. The National Labor Relations Board (NLRB) was implemented in the early 1930s to mediate labor disputes. The board administered the regulation of labor relations in industries engaged in or affecting interstate commerce.
