...Arts from 1987 to 1992. As associate dean Dr. Johnson had responsibility for graduate programs, faculty research, the College's budget, and interdisciplinary initiatives with other colleges. During this time, research grants coming to the College doubled. Dr. Johnson also played a key non-partisan role as associate dean and as department head in the University's efforts to attract, and then implement, the George Bush Presidential Library and the George Bush School of Government and Public Service. During his tenure as department head in political science in the 1990s, the department was ranked as one of the most productive political science departments in the country in terms of research publications. In 1999 an external team reviewing the department's Ph.D. program concluded that the Department had "done an extraordinary job in lifting [the] Ph.D. program into national prominence during the short time since its inception in 1987." The Department undertook several initiatives in the 1990s to encourage diversity in the Department and in the discipline. In 1996 Dr. Johnson formalized an exchange program for undergraduates in England at Lancaster University and supported faculty participation in Texas A&M's study abroad programs in France and Italy.
