In order to do that, a home owner would file reports on any illegal business, or noisy behavior, or whatever other things bad neighbors are apt to do. Any obnoxious events in your neighborhood could invite others in the area to act the same, and easily bring down the value of your home, so contacting authorities is a must. Home owners take care of the neighborhood by making sure their neighbors are as law-abiding and peaceable as themselves. Home owners care for the value of their home as well. Anything that may jeopardize the resale value of their home becomes a priority as well.
