An example of this can be seen in the Canadian constitution, which states that the provincial level of government is in control of education; this means that the federal level of government cannot make decisions that infringes on provincial jurisdiction. In any case, if one level infringes upon the jurisdiction of the other, an arbiter, usually a supreme court, resolves these disputes. The constitution is also capable of being amended; in this regard, since written constitutions are drawn up before knowing what the future will hold.
