This change in type of hit man was done intentionally to keep any connection of Organized Crime out of an investigation. Keeping Organized Crime out of the picture was necessary in the killing of a such famous person in Kennedy. Finally, in order to Organized Crime secrets from being revealed Jack Ruby killed Oswald in the Dallas Police Station basement. Despite the Warren Commission not finding evidence that there were connections between Organized Crime and Ruby or Oswald, it is still possible that Organized Crime ordered the assassination of Kennedy. In his testimony in front of the senate, Attorney General Robert Kennedy said: …the top members, or even the their chief lieutenants, have insulted themselves from the crime itself, if they want somebody knocked off, for instance, the top man will speak to somebody who will speak to somebody else who will speak to somebody else and order it. The man who actually does the gun work, who might get paid $250 or $500, depending on how important it is, perhaps nothing at all he does not know ordered it. To trace that back is virtually impossible. Although Oswald may have no connections to Organized Crime, he may have still been ordered by them to kill Kennedy. Someone may have come to Oswald, a man not happy at the time with the US government, and given a large sum of money to kill the president. If Oswald was ever questioned about whether he was ordered by an Organized Crime group, Oswald would not know. Another conspiracy that was declined by the Warren Commission was the possibility of cooperation between Lee Harvey Oswald and the government. The Warren Commission investigated the contacts between government agencies and Oswald. Oswald first was noted contact with the government was the request by Oswald for a passport in order to travel to the Soviet Union. After living in the Soviet Union for --- years, Oswald requested and was granted admittance from the Immigration and Naturalization Service of the Department of Justice. Oswald was then granted a loan by the State Department for the cost of returning to the United States. After Oswald’s return, he was questioned multiple times about his activities by the FBI. The FBI also took not of the fact that Oswald was a member of the Fair Play for Cuba Committee and Oswald’s appearance at the Soviet Union consulate in Mexico City. During the Warren Commission investigation, FBI director, J. Edgar Hoover, and CIA director, -----, testified that Oswald was nether informant or agent of either agency. The Warren Commission with the evidence provided concluded that Oswald and the Kennedy assassination was not related to any government agency. The Warren Commission conclusion loses all credibility with the not investigated evidence between the FBI and the CIA and the Kennedy assassination. One aspect of the evidence that was ignored was the turbulent relationship between Kennedy and J. Edgar Hoover. The main disagreement between Hoover and Kennedy began over Organized Crime. Kennedy was the most vicious president and stopping Organized Crime, while Hoover denied the fact that Organized Crime group such as the Mafia existed. Kennedy needed Hoover and the FBI to stop Organized Crime, but Hoover was reluctant to do so. Hoover was believed to protect Organized Crime groups because those groups were giving huge political contributions and had such power now in Congress that Hoover did not want to pursue Organized Crime groups in hope of keeping good relations with Congress. Hoover’s unhappiness worsened when John F. Kennedy appointed his brother, Robert F. Kennedy as the head of the United States Department of Justice. RFK became the supervisor of Hoover and agreed with his brother’s views to stop Organized Crime. Even worse for Hoover, RFK became very involved in the FBI’s workings more than most Dept. of Justice heads. The FBI usually kept their files and information to themselves, but Robert Kennedy ordered the FBI, the Internal Revenue Service, and other federal bureaus to share resources. John F. Kennedy and his brother’s tactics obviously angered Hoover, and gave Hoover motive to assassinate Kennedy. Other evidence that was known to the Warren Commission and therefore not investigated was the relationship between the CIA and Organized Crime. After Fidel Castro took power in Cuba in 1959 and established a Communist regime, the CIA was pressured by President Kennedy to take Castro out of power since Cuba was so close to United States Soil. The CIA made a move that was not know by the Warren Commission, the CIA requested help by an Organized Crime group, the Mafia. The Mafia was eager in helping to stop Castro since gambling was illegalized in Cuba, a very profitable area. The CIA used Robert A. Maheu, a former employee in a Las Vegas casino, to work as the middleman between the CIA and the Mafia.
