Many cities in America are going through a phase called “urban decline.” Urban decline is a city which is not as socially or economically sounds as it is supposed to be in order to run properly (Bradbury, Downs and Small 18). In the 1990’s, during mayor Ed Randell’s administration, the city of Philadelphia was in its own urban decline. Problems such as high crime rates, decline of population and poverty plagued the inner city. ... Mayor Randell, as well as others have been doing anything they can to reverse this issue of urban decline. ...
