State and Local Gov. September 5, 2003 On October 7, 2003 the state of California will undergo a change many think for the better. They will have their now Governor Gray Davis recalled and be replaced by another person. “The option of recall has been part of California’s political system since 1911. It provides a mechanism for the public to attempt to remove elected public officials from office before the end of their term of office” (http://www.ss.ca.gov/elections/elections_recall_faqs.htm#1). Governor Davis is being recalled for these reasons: California Deficit Worst in United States. Under Gray Davis, California went from a surplus to a record $34.8 Billion deficit - more than the deficits of all other states combined. California Taxes Going Up, last October, Gray Davis told Californians he would not raise taxes.
