Then in early 2000 a report indicates that the costs of the program are rising because of: major backlogs in registration, largely as a result of firearm owners waiting until the last minute to apply, general increase of costs, fee waivers for early applications, and high error rates in applications submitted by firearm owners. ... In April 2002 an estimated 629 million had been spent on the gun registry program. ... By December 2003 Shelia Fraser revealed that the gun registry program is even more over budget then originally thought. By 2005 she says that gun registration will have cost around $1 billion dollars. January 1st 2003 was the deadline for gun owners to register theirs guns and the federal government said that around 75% of gun owners did so.
