The purpose of this paper is to discuss some the reasons for and against allowing Bulgaria and Romania to join the Union. In the first section of this paper I will discuss three reasons why Bulgaria should not be allowed into the EU. I will then discuss why Romania should not be allowed to join the EU. I will follow these discussions with a progress report on how Bulgaria and Romania are combating these forces that are working against their acceptance into the EU. I will conclude this paper with the reasons that I feel that Bulgaria should be allowed into the Union, but not Romania. A corrupt judiciary system is one reason that makes existing EU members unwilling to allow Bulgaria to join them. ... Too much influence from the Ministry of Justice is another complaint lodged against the judiciary branch of Bulgaria. ... There are also complaints by human rights groups that the courts in Bulgaria fail to hear cases involving minority rights. A poor environmental record is another reason that Bulgaria is not allowed to join the European Union at this time. High pollution inside its cities is one environmental problem that Bulgaria faces. ... The inability to implement changes that have been negotiated is yet another reason given to disallow EU membership to Bulgaria.
