URGENT GT LEGISLATION ELIMINATION OF GIFTED MANDATE
UNDER CONSIDERATION Dear Friends of Gifted Students
and Gifted Education: As you know, Governor Perry is
considering calling a special session of the Texas
Legislature to revamp school funding. ... There have been a number of phone calls
around Austin in recent weeks seeking information about
the mandate to provide services to the gifted. ... They are also looking at
individual sections of state law pertaining to gifted
education to see if any of it should be removed. ... Therefore - Please
contact all of your members of the Texas Legislature and
the Governors Office with the following message: I
understand that members of the Perry Administration and
the Legislature are considering all aspects of state law
requiring gifted education. I am very pleased to hear
that you are doing so for the following reasons: 1)
There currently is no accountability system for the
provision of gifted education. ... 2) The mandate needs to be strengthened,
eliminating the option for districts to be exempted from
services to gifted students in kindergarten. 3)
Additional resources need to be devoted to gifted
education to (a) reduce the local tax burden, (b) revise
the limitation on percentages of students receiving
state funds, and (c) increase the availability of
resources for training staff.
