If the Capitol walls could talk the 1876 presidential election dispute between Rutherford B. Hayes and Samuel J. Tilden would make a very interesting topic of conversation. This election caused a major dispute over who had received the most votes. To resolve the issue Congress created the Electoral Commission. The creation of this commission had a positive impact on our society and helped set the course of history. The election votes were counted with Hayes having 184 undisputed votes. Tilden had 165 votes with 20 being disputed. The confusion arose concerning the disputed votes in South Carolina, Louisiana, Florida and Oregon. The Republicans charged that the Democrats had won the majority of popular votes in the southern states by intimidating black voters. Congressional attempts to settle the matter ended in a deadlock. Republicans dominated the Senate, Democrats the House of Representatives. There were even threats of a Civil War. The Electoral Commission of fifteen men was appointed by Congress to decide the issue.
