But it already has made an impact -- on every team except the Yankees. That agreement has helped the middle-class Angels and Marlins add pieces that won them a World Series. It has inspired every big-budget team except Boston to limit spending enough to stay below the luxury-tax threshold. It has already done wonders for competitive balance in many cases (Royals, Astros, Padres, Blue Jays, etc.).
