The Commission has identified issues concerning access achievement of justice in the legal system. In light of the importance of being able to gain access to the legal system in order to achieve a remedy, the Commission has the following concerns. ... Access: Because of the laws complex and difficult nature a legal council should be available to people who cannot afford to fund their own. ... Access to legal aid should be expanded to ensure that there is a more equal distribution of legal aid amongst the lower income brackets. The Commission also has issues with the basis on which ‘legal aid’ is granted to clients in that a plea of guilty might have to be entered in order to gain this representation.
