Donald Burr’s mission for People Express was to provide both better and cheaper service, and to be an exciting and rewarding place to work. His vision was to focus on the people by creating six precepts or goals/objective for the organization. These official goals were:
Ø Service; commitment to the growth and development of our people;
Ø To be the best provider of air transportation;
Ø To provide the highest quality of leadership;
Ø To serve as a role model for others;
Ø Simplicity; and
Ø Maximization of profits.
Operative goals for people express were:

Ø Manage growth
