By coming up with a tax plan for the United States, I have decided the following rankings of the five criteria of a good tax. The most important to me is fairness. This is essential, because everyone should be treated the same no matter how much of an income they earn. People are always complaining about how certain races or ethnicities are not treated fairly. The second most important criteria are clarity and certainty. Taxpayers need to know how much they owe and how it should be paid. The third of the rankings is flexibility. Taxes need to be flexible in the economy, meaning they should collect more revenue when the economy is up and less when the economy is down. The fourth most important is convenience of payment.
