The 10 Year Plan – Three Year Progress Report The Labour Government published the 10 Year Plan in July 2000. The plan sets out a programme of increased spending, aimed at achieving the actions set out within the Integrated Transport White Paper of 1998. The estimated spending total was £180 billion over the ten year period, with £56.3 billion of the total budget anticipated to be provided by private investment. As with any plan all objectives must be specific, quantifiable and include a deadline. The 10 Year Plan set out many targets, divided into either; transport related Public Service Agreements (PSAs), specific transport policy outcomes, or transport infrastructure outputs. This essay shall review the progress made with regard to one of the 10 Year Plans top level Public Service Agreements, since the plans formation three years ago. The agreement chosen relates to the governments aim to increase bus usage within England. The target was set out as follows: To increase bus patronage in England from 2000 levels by 10% by 2010. (This target was subsequently increased in the 2002 Spending Review to 12%, but now also includes light rail use.) Statistics show us that in England bus usage accounts for around two thirds of public transport trips and half of public transport passenger kilometres.
