Federalism has changed in the sense that the power held by the national government has grown considerably in the past 25 years. Since then, the states have also grown increasingly dependent of the national government and the funds they have handed down to the states. This decline in independence started shortly after the introduction of grants-in-aid. And to control what the states spend their funds on, the government issues mandates, such as the Clean Air Act of 1990, to do so. The Clean Air Act of 1990 was introduced to decrease the amount of air pollution that is created in America, that flows into America from other nations, and to eliminate the air pollution that is already in the air. The Clean Air Act proposed for the control of the amount of air pollution that is in a state, and also covered polluted air that flows into America from its neighboring countries.
