In the technological era of 'copy and paste' many students have failed to learn the art of research. Accessing, locating, assessing, and processing information is a thing of the past. Who's fault is it? Has the student purposely submitted a 'plagiarized' paper or is the fault at the hands of the classroom teacher who focuses on the subject knowledge but fails to give the student the tools to think critically and submit a paper that passes the 'Turnitin' tomb? In the words of Samuel Johnson, "knowledge is of two kinds, the kind we have and the kind we know how to find" The student that has found the information should be given the grade regardless of his presentation. It takes hard work to choose a topic and brainstorm ideas.
