In comparison, we found that the biggest difference between the sex education programs in these two countries lies in the prominent presence of abstinence in the American programs.

As a religious value, abstinence is thought of as the best and most efficient solution in the prevention of many problems linked with teen sexuality and first appeared in the sex education programs in 1981. ... Started in 1981, abstinence education has been taught for more than twenty years. ... When, in 1994, the federal government attempted to promote abstinence-only programs by restricting many comprehensive state and local education programs, later Acts prohibited the federal government from doing so. Then, in 1996, the health department began to promote abstinence education by restricting and defining the scope of state and local health policy and funding. That year, the federal government attached a provision to the popular welfare-reform law establishing a federal entitlement program for abstinence-only-until-marriage education. This entitlement program indicates that only those states who choose to comply to abstinence-only education programs and accept some limitations can be funded $50million per year for five years.
