Assistant Administrator for Financial Services EV- 0340 01 AWA-ABA-2004-1-10144 The Assistant Administrator for Financial Services is the CFO of a rapidly changing, highly visible agency whose programs directly support the flying public on a national and international basis. The FAA’s budget for FY 03 is $14 billion. As a key member of the agency’s management team, the CFO reports directly to the Administrator. He or she will provide the advice and support that the Administrator and other key executives need to ensure that the FAA’s resources are used to maximize performance, that costs are accounted for, and that policies and systems are developed and implemented to support financial and performance management throughout the agency. This includes responsibility for successfully implementing critical components of the President’s Management Agenda. To be successful, the CFO must work closely with fellow FAA executives, members of Congress, Congressional appropriations staffs, key Department of Transportation officials, and officials of the Office of Management and Budget. He or she must also be an innovative manager who can effectively direct a group of skilled professionals. Explain how you have built alliances with internal and external stakeholders and how you obtained cooperation from others on difficult issues without losing their future support. Include information on how you network with others in your profession. 2. Achieving Operational Results. Describe your experience in obtaining and managing human capital, financial resources, contracts and technology for your organization. Explain how you have measured and evaluated outcomes and made improvements to the products or services in your organization. 3. Leading People. Describe your experience managing organizations and how you have incorporated diversity; dealt with conflict; and used rewards, mentoring, development or other techniques to build teamwork and cooperation. 4. Leading Strategic Change. Describe your experience in leading and managing change through vision, strategic planning, and incorporating innovative ideas and techniques, and how you have avoided or overcome obstacles. TECHNICAL REQUIREMENTS 1. Demonstrated experience in leading the development of policy and systems supporting all aspects of a Federal financial management program, including accounting, budgeting, cost accounting, and performance management. 2. Demonstrated experience working with members of Congress, Congressional appropriation staffs, and high level Federal executives on budget and financial management issues.
