In keeping with their Common Agricultural Policy Reform, the European Commission has presented a number of proposals for the reform of its Sugar Regime. The following are the issues that are likely to impact most negatively on ACP sugar producers:
§ a 37% reduction in the guaranteed price for sugar produced by ACP States, beginning with 20% reduction in July 1, 2005; and
§ the balance to be phased between 2005 and July 7, 2007.
This proposal for the 37% reduction, was initiated in July 2004, by the outgoing Commissioner for Agriculture, and generated consternation among all ACP Sugar Producing
States, as it runs contrary to assurances given to ACP producers by other European Commissioners, which have stated that there would be a review of the existing Sugar Protocol in 2006.
