Crawford begins by touching on America’s rich multilingual and multicultural background. ... Next, he moves on to explore the legal battles that led to the establishment of Title VII funding for Bilingual education. Finally, the last chapter for this section’s readings covers the political battle that has led to the erosion of federal support for bilingual education in favor of “special Alternative Instruction Programs” (SAIPs) and how this move was driven by ideology and anti-immigrant prejudice rather than on sound pedagogy. ... I found myself dreading the day I would hear these words coming from FAIR or America First, but Crawford gives us an answer in the endnotes, revealing that Franklin went on to run “one of the earliest German-language newspapers in America” and that later in his life he “became an influential supporter of German-language higher education”.
