We are now living in a society where economy is driven by the terms of services, unlike the earlier days where economy is driven by the production of goods. The society we are living is a knowledge-society (k-society) where knowledge is assumed to be the key position as an aspect of production (Evers, 2001). A k-society is assumed to have these characteristics: (1) citizens with higher average standard of education compared to other societies and growing number of knowledge workers, (2) its industry produces products with integrated artificial intelligence, (3) organizations ¡V private, government, and civil society ¡V are changed into intelligent organizations, (4) increased organized knowledge in the form of digitalized expertise, (5) there are centers of expertise production of knowledge, and (6) there is a diverse epistemic culture of knowledge and knowledge utilization (Evers, 2001). Therefore, Malaysia has came out with a program known as ¡¥Vision 2020¡¦ in order to build a knowledge-rich Malaysian society with the expansion of the information and communication technology (ICT) sector and the use of ICT to enhance global competitiveness (United Nations, 2001). ... NITA plans to ¡§utilize ICT to transform all of Malaysian society into an information society, then to a knowledge society and finally to a values-based knowledge society¡¨ (Aziz). ...
