Strengths of Planning and Control system: „X The budget is participative. Divisional general managers have been given full control of their businesses with two exceptions (raising of capital & labour relations). It is used as primary tool to direct divisionˇ¦s efforts towards common corporate objectives. Before the budgets are submitted, controller staff form the head office visited each plant. This provided an opportunity for plant managers to explain their situation and allowed controllers to become familiar with the reasoning behind managers numbers to better explain to management. It is important that those at the divisional level understand that corporate is managing with a hand on approach. „X There is a great deal of thought involved in the budgeting process. It is passed up to headquarters and it is reviewed to form a more formal market assessment, also looking at the preview two years sales to develop. Divisional GMs compile sales forecasts from bottom up, with district managers estimating sales.
