IS Lite is derived from Roger Woolfe. He furthered the thinking at Gartner Executive Programs about the role of IS departments by studying how they have responded to the evolution that has evolved into a federal model whereby activities are handled centrally as they can be leveraged across the enterprise while other activities have been dispersed to business so that they can best meet local needs. These processes sharpens the distinction between IS activities performed centrally and those performed in business units. This is distinguish between supply-side activities from demand side ones. In the federal model, companies shift attention from role to processes. IS organizations can be viewed as managing three overall processes: • Driving innovation Driving innovation includes information and system architecture, and managing supplier and user relationships, including brokering. • Managing change Most managing change and all innovation are demand sides. They create the demand for IT services; they are best localized in business units, which can tailor services to their needs • Support infrastructure Supporting infrastructure and aspects of managing change are supply sides, providing network, databases and processing. They are best centralized because they can leverage economies of scale. 2c. The Mainframe Era This era is predominated in the 1960s to early 1980s. According to Ross and Feeny, the role of data processing or information systems manager as being the operational manager of a specialist function, IS. The CIO¡¦s job was to focus on delivery, making sure that the applications are delivered on time and within budget.
