This created 2 problems in American society – one being the literal threat of Communism, causing political unrest, the other being the fear and insecurity of the American public, causing civil unrest. ... ” This was a view of communism that fluctuated throughout society. The events of World War One had created an anti-communist, anti-immigration and extremely patriotic, nativist American society. ... Hoover saw the civil unrest created by the “Red Scare”, and took steps to quench the problem. This is an instance were Hoover focused on the civil unrest, but gave little credence to the political unrest. ... Hoover quenched civil unrest at the height of the “Red Scare”, and then flew under the raider when public opinion turned. Public interest faded in the Red Menace, and Hoover had successfully kept society in check throughout it, and remained unscathed throughout the back-lash. The problems of political unrest, caused by Communism, the Immigration Acts and the Palmer Raids, had to a certain extent been resolved by J Edgar Hoover. ... However, it is evident that Hoover played a large part in keeping civil unrest, caused by this scare, under-check.
