Teenage gangs have struck fear into the hearts of the older generations in Australia since the mid 1800ˇ¦s. Although some of our Australian suburbs and cities are plagued by gangs who do pose a serious threat to the local community, police believe many of todayˇ¦s so called street gangs are no more then groups of harmless teenagers who occasionally babble in petty crime. Youth gangs range from harmless groups of young people who simply hang around together to those engaged in serious law breaking.

The first criminal gangs in Australia were probably the bushrangers, with the Ned Kelly Gang being the most famous. ... The author, Arnold Goldstein, has been a researcher of gang activity for over two decades and is considered a noted authority on gangs. His definition of a gang:
"Gangs are long lived, complex institutions that have a distinct structure and organization; identifiable leadership; territorial identification;
continued on-going contact amongst members; have a specific purpose; and engage in illegal activities. ... "
