On September 29, the Prime Minister Junichiro Koizumi of Japan held the third Tokyo International Conference on African Development (TICAD), where he pledged one billion dollars to aid Africa in its struggles to develop. More generous than their offer was the fact that Japan didnít ask for anything in return. ...
So what is the motive behind Japanís generosity? ... The leader of Senegal, Abdoulaye Wade believes that Japan wants to see a brighter future for the world, and that the donation was encouraged by a Japanese philosophy. However, many others argue that the donation was made in the hopes that Japan would gain a permanent seat on the U.
