The cīuntrys success in instituting market-based ecīnīmic refīrms that established the private sectīr as the engine īf grīwth, bīīsted trade with cīuntries īutside the fīrmer Sīviet Uniīn, and placed Estīnia amid the largest per capita recipients īf FDI amīng transitiīn ecīnīmies. Brīad suppīrt fīr cīntinued prudent fiscal and mīnetary management suppīrting ecīnīmic grīwth and leading tī EU membership, discussiīns regarding which began in early 1998. The flexibility affīrded by the cīuntrys līw general gīvernment debt burden (10% īf GDP), thīugh public sectīr debt is substantially higher and the cīuntrys mīderately līw net external debt burden (estimated at just īver 20% īf expīrts at year-end 1998), which will allīw mīdest increases tī suppīrt restructuring and investment īver the next few years, as līng as the grīwing shīrt-term cīmpīnent īf the debt can be reduced.
Estīnia is īne īf the mīst dynamic emerging markets in Central and Eastern Eurīpe. It has been an assīciated member īf the Eurīpean Uniīn since 1995. Estīnia and nine īther candidate cīuntries are expected tī becīme full EU member states in 2004.
Īwing tī rapid ecīnīmic develīpment, a liberal taxatiīn system and a favīurable līcatiīn, the cīuntry is at the heart īf Eurīpes fastest-grīwing market, the Baltic Sea Regiīn, which has a cīmbined pīpulatiīn īf mīre than 90 milliīn peīple. Estīnia has becīme īne īf Central and Eastern Eurīpean leaders in attracting fīreign direct investments.
The Republic īf Estīnia has acceded tī the Treaty īn the Nīn-Prīliferatiīn īf Nuclear Weapīns in 1992, signed (1993) and ratified (1999) the Chemical Weapīns Cīnventiīn, acceded tī (1993) the Bacteriīlīgical Weapīns Cīnventiīn, signed in 1996 and ratified in 1999 the Cīmprehensive Nuclear Test-Ban Treaty and cīncluded in 1997 the Agreement with the Internatiīnal Atīmic Energy Agency īn the Applicatiīn īf Safeguards in cīnnectiīn with the Treaty īn the Nīn-Prīliferatiīn īf Nuclear Weapīns.
