In 1793 to 1825 America was trying very hard to find her place among the other nations, she also had to deal with many foreign policy issues. Among these issues America dealt with trying to stay neutral, while she was also having problems with other nations. America was beginning to evolve into a flourishing nation. George Washington in 1793, announced the Proclamation of Neutrality. He had decided that the smartest thing to do was to remain away from all other nations. (Doc A) This was because if he allied himself with a nation he would also be making enemies with another.
