The question “does everyone have the right to leisure and recreation?” will be discussed in relation to the UDHR and the World Leisure Organization’s Charter for Leisure. In order to understand this view point one must first have an understanding of the comprehensive definition of leisure and the role of the UDHR with respect to leisure. As a student of leisure and recreation studies I have come to realize that leisure is quite complicated to define. The meaning of leisure is a matter of perspective, a personal preference. Therefore it is correct to assume that the contemporary definition of leisure has three main parts: time free from obligations, non-work or recreational activity, and leisure as a state of mind. With this last part leisure is defined in its meaning. ... In my opinion, a leisure definition is a combination of all three, even though it may not be so obvious to some. The Universal Declaration of Human Rights (UDHR) is a document created by the United Nations that states the fundamental rights and freedoms that are held by all human beings.
