Question: By what stages did the state begin to take over responsibility for public health between 1848 and 1875?


Previous to the 1848 Public Health Act, Britain had been run by the “laissez faire” attitude. ... The report outlined the poor living conditions of many of Britain’s poor and suggested a direct link between these conditions and the high degree of ill health which many suffered. ... The Commission issued two reports, the second one which confirmed and implemented Chadwick’s findings; this was largely responsible for the passage of the Public Health Act, which established a board of health.


The Act made many points about what was needed, some of which included:-

However, this Act was a Permissive one and therefore certain loopholes started to appear: Some of which were: =

London, Scotland and Ireland were excluded from the Act. ...

The 1848 Public Health Act only applied where people wanted it or where there was no opposition to it due to cost. ... It was only implemented in some towns, little by little, the public were initially suspicious and wary of it, but once seen the benefits by the improvement and wary of it, but once seen the benefits by the improvement of public health, they would then push for it to be implemented in their own towns and cities.
