I'm not jewish but it seems to me that at 12 yrs old the jewish bar mitzpah formalizes the expectation of responsibility. ALL kids know right from wrong by age 12. They have heard it from parents, teachers, classmates, and maybe police. No excuses. The alcohol, drugs, gun... didn't do it. The alcohol etc didn't force itself into the criminal. Capt. is right. Dead is dead. Stolen is stolen. I agree that there should be seperate detention facilities and judicial discrection. I do not think that records should ever be sealed or expunged. When people are taught to fail they are likely to do so. Having a seperate court and law teachs kids they don't have to be responsible. Yes, I believe most juveniles should be tried as adults when they commit serious or violent crimes. The victims are just as dead, or just as injured if a juvenile commits the crime as if an adult does. The sad thing is nobody cares about the life of the victim in court. Everyone is "so concerned" for the future life of the child criminal that the victim is forgotten. What makes the criminals life worth so much, and the innocent victims lives so worthless? Most of the blame lies with the general lack of morals and ethics that our society lives by today, caused by the rash of "I'm a victim" defenses.
